It probably would. Whoever his successor would be would instantly try to end the war, normalize diplomatic relations and throw Putin under the bus and say it was all his fault, in order to save face for their country being unable to finish a 3 day special military operation that after 4 years or however long they're up to now.

Dramatically simplified explanations are preferable to realistic analysis because audiences are dumb and explaining how a government as large, complex and bureaucratic as the galactic empire wouldn't suddenly collapse with the death of one guy.Maybe in ages past, when the government was essentially a guy and his household, this could be true, but it's entirely context dependent.

It wasn't just the Emperor though. It was a massive military fuck up.The second Death Star got blown up along with all the senior personnel. An entire Super Star Destroyer was destroyed by a single A-Wing destroying into the command center.That's on top of the first Death Star getting blown up along it with all its experienced personnel.Vader was force choking high ranking officers to death for minor fuck ups in Empire Strikes Back.That loss of experience is eventually going to become an insurmountable hurtle.
It makes sense in the context of "Palpatine IS the government", because there's not even the pretext of parliament/the senate by the end of Episode IV, so presumably all the factions that make up the Galactic Empire make like a ceramic bowl that's been dropped and shatters into pieces because they're all grabbing power for themselves

The only thing keeping the military brass in line is the fear of Palpatine and Vader. Palpatine was so overconfident that he didn't even name a successor until he thought he could groom Luke into a new Emperor.
