Yes he is a bad person
But he's not a complete sociopath like Marlo and his crew, so he seems good in comparison. He's not entirely evil and does some good things, but few people are entirely evil

Compared to Marlo he's alright

He was honestly the most logical and smartest person on the show.

The guy was cunning as fuck to the point where the police didn't even know what he looked like. He respected people who stood up for themselves and didn't just kill people for muh name like Marlo. Also knew his boundaries and that his corners were his livelihood while Stringer thought he could branch out and got swindled for it. His only downfall was Stringer betraying him at the end
