Fewer rules with rules added as they become necessary is better, /tv/ is its own board and TV & film its own media, copying rules from /v/ or /co/ just for the sake of it isn't needed. Even though there are TV and film franchises, there's not that many that would actually yield a large amount of characters that can get through a tourney vote. You could nominate twelve characters from NCIS but I don't think they'd get the votes.
The best sign thus far has been we have not been pruned, despite not clearing it with mods in advance. So there's not instant hostility towards it. Maybe if it were more bustling that would change but it's a good sign regardless.

A proper full tourney should first off be cleared with the mods in advance and have a tripfag host or hosts (as it is in the other boards) who make the threads, one at a time, then should actually be announced ahead of time so posters know it's on, get to know the rules and the format, and maybe prepare some nominations. Then the nomination round can be properly done with a doc tracking those that qualify. I guess the numbers received would determine whether a qualifying round is needed or not, but preferably 128 in the final tournament. We lost a lot of this by how this one started, it's only happening because a good anon picked up the slack and made it an actual thing instead of a troll. But I'm just going by how /v/ and /co/ conduct their tourneys, which are pretty decently organized and aren't disruptive to the boards so there's no complaining.
