because her father is black and she doesn't look white, she has identifiable black features. Culturally this makes her black. If you're half black you are just considered black. The only time this changes is if you truly do not look black or mixed at all. The rare cases where you just took on the entirety of your white parent - pale skin, light eyes, lighter naturally straight hair, a non-wide nose. These people still put mixed down on their government documents but culturally black people would not accept them as black, if they for example said nigga, singing along to a hiphop track - blacks would chimp out.

Mariah isn't the blackest looking mixed girl. But a lot of that is hair dye and straightened hair. In her more natural looks, she looks latina, like a Colombian or Venezuelan.
