I've only played Fallout 1 and 4. They barely have a presence in 1, but in 4 they are effectively invaders. Imagine you were Seth Bullock living in Deadwood and one day the Canadians or something just decided to invade the place, yeah maybe they're not Pinkerton shits or Sioux but you're still not going to take that lying down.
