Some sort of combination of the 3. A team of Lucasfilm visionaries create a rough outline of what the timeline looks like and why. When the time comes for a filmmaker or studio to create their story in a new era, they are given the parameters from Lucasfilm that they are able to work in, and discussions are had of what can be changed for the sake of creative freedom, and then the story told in that new era by the new creators can influence the direction the following era takes with the Lucasfilm team coming back in to create a new outline based on what's potentially been changedA franchise as big and sprawling as Star Wars needs to have some sort of overseer council making sure things don't become a complete mess of a continuity like the EU did but I'd hate for everything to be designed by committee like Marvel. You need that level of individual creators' touch
