Sure, but no one there knows there's an evil monster except kids and they forget. By the time they're adults IT has layered their minds and souls with his glamour and they forget and/or just don't see what's going on in Derry and they often find reasons to not leave even if they really want to. Its also why it makes no fucking sense for the military to have any idea what's going on in Derry. No one outside of Derry would have any reason to go there and anyone who wandered in would get magicked enough to wander right back out and forget ever being there.
