Could they solve the Kira case?

If not, would Near recruit them for the SPK? Or would they have been wiped out by Light via Ray Pember as proxy?

They could do whatever the writer wanted them to do. The entire plot to deathnote is contrived, there is no real reason why Light could have ever been caught, because if he was as smart as implied he could easily have been careful enough.
