The solution to this problem and similar problems is very simple: all drug addicts have to be taken against their will straight to a specially designed rehabilitation centre - something like a "nice" prison with well trained medical stuf, psychologists and cutting edge technology to treat these people, because they clearly are at a point that they cannot mentally and physically overcome their problems themselves. This way, these poor people - at least - get a chance of being cured, because without help they will just die in streets for sure. I'd say, it's certain 99% of these people will die without help. It's the only humane way. Just standing by and filming them for social media content as well as not doing anything is depraved.
