The 1984 movie had one of the greatest casts of any film ever and even recast some actors from I, Claudius. You don't need a huge budget for a story like Dune. Also have you considered that the source material isn't all that strong? The main characters of the first four books can see the future so it always feels like we're just along for the ride. The best parts of Dune are the dialogue and worldbuilding.

It was so good I read the whole series, even though the last two are a complete and total slog. Try pic related for comparison, this is how a series is supposed to develop, the first book is strong and then each sequel is even stronger than the last, concluding as a tight and perfectly-paced trilogy that feels like one story, not a bloated six-headed hydra of stories that should have stayed on the cutting room floor. It truly set up an interesting world and a good conflict for Paul to overcome and become the man he is supposed to be. It was so good I read the next two books before finally saying fuck it and dropping the series. It's amazing how bad the story gets immediately after, it's honestly embarrassing
