Mosins were pumped out hard since Russian Empire, they still pop up actoss the Globe. If anything, I can imagine the lack of ammo, not the rifles.

distribution was the problem, not supply, just like how people can still die of starvation when there's so much food waste. there were rifle shortages for units because the reds were raising troops so fast that they couldnt arm them in time before they saw combat, it was a real thing that happened.
