Why did they make an entire tv show about her learning a series of painful lessons and growing into a better person and then immediately follow it up with a movie where she forgets all of those lessons, fucks up even harder and destroys even more and then dies

sounds like your expectations were subverted

What's even funnier/dumber is
>Guy 1: "Well, now that Natasha is dead and Scarlett is done with us, we need a female lead for the MCU to replace Black Widow. Who do we go with?"
>Guy 2: "How about Wanda? We've already had several movies with her so she's already set up, people really like the character, and Elizabeth Olsen seems pretty beloved in general. We can't really miss with her."
>Guy 3: "HOW ABOUT THE CUNT FROM ONE MOVIE NOBODY LIKED WITH THE ACTRESS WHO SAID MULTIPLE UNFORTUNATE THINGS IN INTERVIEWS THAT SORT OF BLED OVER INTO PEOPLE'S PERCEPTION OF THE CHARACTER THUS RESULTING IN SAID DISLIKE?"
>Guy 1: "Brilliant! Let's go with it!"
>Guy 2: "Wh-- But people HATE Carol! You said so yourself!"
>Guy 3: "People kinda like that she was flirty with Peter Parker for about five seconds."
>Guy 2: "That's not enough to--"
>Guy 1: "I SAID LET'S GO WITH IT."

people act like that franchise was "so perfectly connected" before, but the truth was the writers never communicated throughout the process outside of "there are magic rocks and a mean man wants them". It seems like the writers of the movie and the writers of the show never communicated because they literally never did. Same shit with James Gunn having no clue they were killing off Gamora in Infinity War and him needing to course correct himself.

unironically it’s sam raimi’s fault. he wanted to make scarlet witch the villain. scott derrickson envisioned a team-up with strange but after he left and raimi hopped on board, the plans changed. another reason why multiverse of madness was dogshit.

Why did she have a Russian accent in her first appearance in the MCU?
And then, for the other MCU films, an American accent?

While it happened faster with Wanda than it does normally, that's realistic. People from other countries tend to lose their accent after moving to a new location for a while.

It's never outright stated, but it's assumed it was just her becoming "Americanized" by being around Americans. It's (extremely briefly) acknowledged out in Wandavision when in "sitcom universe" she talks like Elizabeth Olsen, but when she steps out to yell at the Shield people, her Slavic accent comes back hardcore.
