Because a) attacking them as they leave would incur unnecessary losses when they already have their prize and b) because they're as good as dead in the wasteland anyways.
This has happened a trillion times throughout history, it's been VERY thoroughly established that 99% of the time terror tactics just make your enemies hate you and be afraid to surrender to you, just making your life harder, but over and over again retarded leaders think they're different and it'll work for them.
