I don't get why he left all his equipment and presumably a good bit of money/future income to Dick Biscuit. He monologues about how literally anybody can be "Batman" and that Jim Gordon (or any good man) was effectively the hero moreso than Bamham himself.
So why did he bait this slack-jawed faggot into being another emotionally-manipulative, non-law-abiding vigilante if the whole point was, in essence, letting Gotham decide for itself how to move forward?
