While in reality it's just for the audience, in-universe you could explain it as being a holdover from when Skynet was answerable to humans and just never bothered to change the programming, because after all it's a machine, it might be intelligent but not dynamic in its thinking.

Remember this is still very early in the war, Skynet is using unrefined machines to brute force everything. They're still using ballistic weapons at this point as well.
