People expect a progression of the overarching conflict, the interspecies struggle of na'vi vs humans, but Cameron is much more interested in the internal conflict, the interactions between characters on one side while the other merely serves their development, on which the movie gives full closure as opposed to the greater battle. I don't mind it at all because I like the characters (even Spider, I think the character is very well done and faithfully portrays a stray cat-like teenager), and I get to see more of the world anyhow. I think it's the right choice from a posterity pov, it breaks away from the criticism of being shallow in "being just a pretty picture." But as for the financial pov, maybe it wasn't the right call, but I'm glad Cameron at least stuck to his morals.
