The production in Canada couldn't find enough people who look mayan to play them. In universe this is explained per the wiki as them evolving to be white due to evolutionary pressures from their planet. There was another culture in the show which had a similar backstory. Can you imagine the outcry today at white actors playing such a culture ? And the other way around if the diversity crowd used such an excuse to justify an european culture played by non whites ? But back in the late 90s, it didn't cause any backlash. It shows how truly recent a lot of these controversies are. Also it shows how much diversity itself is recent in some western countries since Canada then had First Nations but not enough of them to play believable Mayas and even less central american migrants.
