Who would ever do that or even know about it? The only people who knew about Watto were Shmi, Anakin, Qui Gon, Obi Wan, and Padme and all of them but two died before by Luke & Leia's birth and then didn't have any extended personal interactions with Luke or Leia where this type of thing would've come up before they died.

There's a sight chance Owen or Beru would've told Luke about it growing up, but then that leads to the question of why would Watto's shop still just be sitting there in ruin? Tattooine wasn't a bustling metropolis but it had enough activity that someone surely would've taken over Watto's little stand between his death and the time Luke left Tattooine (assuming he was dead by the time of A New Hope) let alone another two or so decades later I'm the sequels.

It's worryingly easy to not realzie the effects of the passage of time. It's not until you see it that you realize how much has changed and happened while you've been gone. Anakin probably expected his Mom was still working for Watto, living at home, and any day he would be granted the rank of Knight/Master to go free everyone.

Why Padmé never went to save her, though, I can't really say other than she was busy and Anakin was just a cute little boy she met one time until AotC when she fell in love with him. While she meant a lot to him I don't think she thought of him quite the same way until then so it was easier to forget about Shmi and hope that just fixing things in the core would cascade out to the rest of the Republic even if her busy body attotude would lead to think she might've raised more of a fuss about slavery on the outer rim or gone back to save the woman who helped them out when they were stranded in the desert.
