Normies (think wine aunts etc.) watched it for the drama, and hardcores watched it to see how they would adapt all the cool, brutal shit like the Governor or the cannibals. And then Comic Issue #100 with Negan dropped and people watched for that. It makes sense that viewership cratered afterwards.
