I always thought the point was a sort of daring capture the flag style prank one engages in to win one over on an opponent, by capturing and displaying their most delicate of delicates. If anything I feel like panty raids are the full stop last barrier from childish pranking to full on perveriness.

As a kid I didn't even fathom that you could want someone's underwear for sexual reasons, I just thought it was a prank like "haha we stole your underwear"
