He was. Bilbo was the sun of Bungo Baggins and Belladonna Took, the latter being the heiress to a huge sum of the fortune of the Took clan from their farming empire. It's not really stated outright in the book itself, but the Appendices and preamble do explain that while Hobbits do not mine their own metals to make coins, they do a fuckload of farming and they trade significant amounts of food and pipe-weed with both the people who live on the edge of the Shire (such as Bree) and the Dwarves in the Blue Mountains. The Tooks are one of the largest clans on the outer parts of the Shire, and while they do a lot of farming, they're also the only clan in the Shire that has something of a "military aristocracy". They are the ones who hold the title of "acting king of the Shire" which they inherited and came from the old kingdom of Arnor which existed in the area far in the past.

So they're like, super-wealthy by Hobbit standards because they actively deal with foreigners outside the Shire borders and even do some traveling and trading that way.

If you're upset with being poor and want to overthrow the rich, you either need to convince all of the poor people to join with you and throw themselves at the swords of the armies protecting the rich people, or you need to find a way to sell a service or product so you can convince other poor people to give you their money so you can be rich, or you need to convince other rich people to give you their money because they value the thing you provide.

If you don't like it, then oh well, because you don't have money to pay people with swords to enforce your will.

The idea is that the people who have to work or die — if they possess a worth of more than that — should be inherently capable of either moving up in to a higher class, or if things were truly and unfairly rigged against upward mobility, capable of succeeding in a rebellion to upend the status quo. If people in the upper class were all just idiots resting on their laurels, while many people in the lower class were highly competent but prohibited from improving their status, then things would certainly change. I mean, yes, it's very clearly stated both in the Lord of the Rings and Hobbit movies that Dwarves were specifically wealthy because of the gold and mithril they mined and traded. And that Bilbo was rewarded with multiple chests of gold coins, jewels, and things from Thorin when he helped them reconquer Erebor.

The books and their extra material go deep into explaining how Bilbo, upon returning from the Lonely Mountain, was free with the gold he gave out and spent, from giving pennies to children to spending extravagant sums on his party. However, the currency of the Shire specifically is referred to as "pennies" or "silver pennies", and it's assumed that they got the coins themselves from the Dwarves who lived just north of the Shire.
