In any case, it's not like the Courier and Only the Courier could have either a) delivered the chip or b) killed House. Anon, the vaults in Fallout 1 and Fallout 2 with the exception of the Necropolis vault are all in the ass end of nowhere.
The games never implied that when the bombs fell everyone had to get into a vault in like 5 minutes or they were dead. That was surely the case with some city vaults, since if they didn't get in the vault immediately, they were vaporized, but it's not like the entire surface area of the US was carpet bombed.
We'll probably get a scene this or next season of how the Enclave or Vault-Tec high command sent a helicopter to grab Cooper's daughter, kicked his ass to the curb and flew off.

Considering he said he didn't know where the Deathclaw came from, the Enclave is almost definitely who he's referring to. (Although, realistically, he should probably know about the Deathclaw just from knowing what the companies at his little get-together are doing, as West-Tek who he namedrops are the one of the companies working of the F.E.V. that created the Deathclaws.)

Alternatively, it could be that he knows about the Enclave, maybe even is part of the Enclave out of the interest of manipulating it to his own ends (which seems to be par for the course with every big wig in the Enclave at this point), and there's someone else in the Enclave that is also doing House type bullshit.
If that's the case, then the two most likely explanations I can think of is that either a) they're going to bring in either Huxley the original would-be antagonist of Van Buren who in one of the drafts was a pre-war scientist like House and invented the ZAX supercomputers, or (and this is me coping and seething) someone decided to use one of the many cloning technologies of the Fallout universe to clone Mr. House, and it was the clone who was in Episode 1.
Honestly, as stupid as that last idea is, it would be pretty funny if there was a clone of Mr. House running around that's only out and about and able to do shit, because the person who got a sample of Mr. House's DNA from the Lucky 38 penthouse didn't know that the guy on TV is a body double, so when the clone was ready brewing they assumed they accidentally got the DNA of a janitor or something and lost all interest in the clone.
