I've been loving seeing what places were like pre-War, the set and prop designs full of Easter eggs, and all the nods to how the characters are acting like different playstyles in NV.

Think about it, when does he finally start doing shit? When the NCR shows up and restarts Hoover Dam.
The same Hoover Dam that he agreed to an extremely NCR friendly treaty about, so he keeps getting 5% of its power to the strip, which is also where his Securitoron command center is.
The only way New Vegas makes any sense to me, is if he needed someone to flip Hoover Dam back online in order to activate/control his securitrons, and was stuck on emergency power until the NCR did so.
