The point is that by this scene in the movie the French 75 had become reckless and had not yet shed "innocent" blood. The speech like many characters "politics" in the movie is performative and for all her power she is chased down and then rats on her counterparts. She is in fact not what black power is but rather is an example of people believing that they are totally going to change everything. This point is driven further home in like 10 mins post scene when it time slips and shows that little has changed
