Firstly the amount of time it actually takes to send Terminators back might be significant, so if Skynet didn't start sending Terminators back until its defence grid came down, it might have only had time to send two (ignoring other films).The second is records of the targets, Skynet only knew Sarah's name and the city Sarah lived in, maybe because it had an old phone book or something, so it could only be certain of a small temporal window. The further you send a Terminator back the more risk in compromising it's mission. Either through it becoming discovered or in operable (imagine send a T-800 back to 1971 and it gets caught in an Earthquake and becomes trapped). Same with John, Sarah would have been careful about hiding John's identity through his childhood, but John's criminal record starts in 1991, he was put into the custody of the Voights in 1992. If Skynet only has partial records showing that John is in foster care in 1995 and that Sarah is in Pescadero at the same time, that's actually a perfect time to send a Terminator, because John can be easily located without Sarah's protection, terminated and then the T-1000 can go after Sarah which was probably its secondary target, while she is incarcerated.
