What is this show's obsession with mutant men?
What other plausible explanation is there for monsters within budget?

With mutants, the writers can go "Oh, Chernobyl radiation caused this", "Oh, he's just massive sentient tumor", or "This is what happens after too much Inbreeding".Which is why, as good as Vince Gilligan's episodes normally are, I'm not a fan of the episode with the genie or the guy that can reshape reality. Too fantastical.Religion episodes somehow get a pass from me, because they tend to leave things ambiguous enough.
