People saw Dances With Wolves were hoping that Costner had something profound to say with Waterworld. Costner had a lot of public goodwill back in those days and when everyone heard he was making this huge movie with massive sets they had big dreams for Kevin Costner.

This has happened time and time again in the past. Media coercion has immense capabilities considering half of the population are brain dead NPCs. Expensive movies get a bad stigma in hollywood cause they run the risk of collapsing the business. Cutthroat Island is a perfectly passable and fine pirate movie. It's not bad at all, but I wouldn't call it a must see. Most of the expensive of movies usually comes from salary. No one ever accounts for how cheap it is to film in a studio vs on boats. The amount of crew triples, the logistics triple, everything triples. Can't rotate extras cause of continuity, suddenly they're featured extras if not full on supporting cast.

Nothing wrong with the film, its pretty standard 90s action film with a bit of a fantasy element to it.

The trouble it had was because it was just a standard average action film, but it had the sort of run away budget that is fine on a brilliant or really spectacular film that people will want to see in their droves, like Jaws, Avatar, Gone with the Wind etc, but there is no way its going to make its money back by being "just OK".

By being desperate to be suitable for a family audience, the film has to pull its punches.

Imagine, if you will, how much of a stone cold classic this could have been if it was allowed to be a little more "adult" not just being able to be more gory, with kino scenes like blood flowing into the water or peoples faces getting burned off by burning oil slicks and stuff, but imagine the lewd... Lots of wet tshirts showing off erect nipples, they could have cast someone with absolute giga nips like Bai Ling in it and lots of men would have gone to see it. This was released before the internet was a thing, and you really can't over emphasize just how thirsty men were in those days. It would have been glorious.

But no, the film was neutered into being an average 3 star film, that not too many people saw because it was just that. It needed to do a lot of heavy lifting to make its budget back and a lot of the extra budget came from the marketing budget, so it had to do that with less buzz around it. They couldn't do the standard things they did with other family "blockbusters" like a McDonald's happy meal, lots of TV advertising, action figure range in a paid for prominent position at Toys R Us, etc, so it was doomed from the outset.

If it managed to stay in the initial approved budget ($100 million instead of $175) it would have been a hit.
