Why is the wizarding government so pathetic and weak compared to individual wizard kings?Reading between the lines a little bit, there was a great war. Wizards who sought to rule the world as they had in the past, fought against those who sided with the muggle. Both sides had muggle soldiers, but the red wizards recognized muggle primacy while the green were wizard supremacists. Although the Red were victorious, the war was so destructive that they entered a self-imposed exile (or just imposed if you're Green) and wizard society became nothing more than a remnant of its former glory. The muggle scientific revolution followed. Voldemort is trying to defeat Dumbledore because that's how wizards really govern, through force and magic talent. The wizard government is just an attempt at muggle bureaucracy, it's toothless. Real authority in the wizarding world lies with it's mage-king, Dumbledore, who controls the education of youth and the chess-game of power from his witch castle. Voldemort isn't attacking Dumbledore because of Green-Red rivalry, which is virtually dead, he just happens to be a Green wizard by birth and ideology who aspires to rule.
