As for keeping the hand, I think it's a callback to the original where they saved Murphy's arm and decide to amputate it anyway. Seems like a throwaway scene, but it just shows how Murphy is no longer a human, he's a product of OCP.

it's because hollywood was hard shilling for smart guns at the time (really they've been shilling for that shit since the 1990s). There was one in Skyfall and obongo was president so they were hoping that obongo and the recent push for smartphones with fingerprint scanners would result in a handgun ban like the NJ law that existed at the time and has since been repealed because lawmakers were blaming the NJ law for the fact that no one wants a smart gun and companies were getting boycotted and going bankrupt whenever they announced research on them. I'm pretty sure the only company to announce research into smart guns that didn't go bankrupt was mossberg. smith and wesson lost like 90% of it's market cap over it and got sold
