The robber's tunnel was obviously cut into the pyramid by people who knew exactly where the granite plugs were i.e. the laborers who built the pyramid. Don't believe the Muzzies claiming credit for it - the most they did was probably clear it out of debris after thousands of years and widen it a bit, maybe to take out more trash from the inside.
The accuracy of the tunnel implies it was robbed fairly quickly after construction was complete, probably by the sons and grandsons of the laborers who built the thing.
