Their only goal is to kidnap and impregnate everything in an area which kills everything in an area and replaces all those things with more of them. You risk no personnel you just unleash them and let them do what they naturally do. Its not a bad idea to weaponize them. Everyone that tries to do it is simply incompetent for the sake of the story
