She's not a useless character, which is good, but literally her defining trait in her main run is that she's just not Rose and so the Doctor doesn't notice her going "notice me Senpai" all the time. When she comes back during Donna's run she is immediately a much more focused and pro-active character with a more evident personality.That said Donna is easily the best companion. I fell off early during 13's run, but of all the companions that the Doctor has, Donna is the only one who doesn't simp for the Doctor, also unlike all the other companions who even when they're intelligent look to the Doctor for cues on how to react or behave, while Donna even when she doesn't understand the specifics of a situation still takes charge and has a moral backbone. I like other companions, but Donna is the best.

Old who used to be a lot of smoking weed working hard, spitballing more ideas, smoking more weed and working hard some more, and that shows in the performances of Tom Baker, etc, but new who is a lot more complex and on a pretty tight schedule to get the shots to the effects house so they can put it all together. The actors are pretty much browbeaten into reading the script and getting that shit done at a high pace. Not really conducive to an actor playing around with their comedic side, and that unfortunately comes through in the show. Its like its taking its marvel-lite writing seriously, which makes it feel like a kids show. …whereas olde who was clearly for adults, but adults that kinda wanted to relax & take it easy.
