Nothing sells the Tron franchise. Normies don't buy into it at most levels. Legacy was revamping the original concept to make it faster paced and exciting, and Ares was trying to make it more palatable for normies (invasion movie). Average person doesn't care about a computer world with the Tron aesthetic; they only like that shit when it's like .hack/SAO, where the protags are in a modern or fantasy world with video game stuff applied on top.
