We first see them in the introductory Jitterbug scene at the start of the film. My take is that she won the Jitterbug contest in Deep River and those two were the judges who told her she could be a big Hollywood star. But when she actually went to Hollywood it wasn't the dream-place she imagined and her life went to shit (as seen in the second half of the film). So in her mind they remind her of the gulf between her dream and reality, and Hollywood's broken promise.
