RDM is an okay writer, but DS9 and the tail end of TNG you could see him trying to push the federation to be less optimistic. DS9 would have been better without the religious magic they infused with Sisko which they only kept because DS9 is a ripoff of Babylon 5 despite what diplomatic DS9 fans say.
