the first time I heard it was from the Pirates Of The Carribean 1 writers in the 2000s.

the overhead costs of making a novel are basically just your own time. you have complete control, and if an idea is suited to being made into a movie it can get optioned for a movie (i.e. you get money immediately) before its even actually printed.

there aren't a bunch of great unproduced scripts lying around being ignored. if you've seen any of the Black List scripts that got made you'd know they're mostly average to bad. so the whole industry is basically waiting for remotely viable ideas to drop into the in-tray and has to put money into something bankable in the meantime to keep the lights on.

most submitted scripts have always been ultra-derivative if not outright garbage. spec sales have fallen off a cliff because studios stopped buying vaguely promising scripts to "develop" (i.e. rewrite) as none of them have spare money for that any more. instead they only jump on a bandwagon after external production companies put together a viable package, preferably with attached actors. in many cases those companies just make the fucking movie and then shop it around for distributors only after that because having a studio involved only complicates things -- i.e. a studio doesn't even directly make the movie. if that doesn't happen the best case scenario is getting on the black list.

The perceived "risk" of making original movies is complete horse shit when you have gatekeepers with taste. The "safe bet" franchises of today all started with "risky" original movies, but you can only milk one property for so long. Playing it safe ironically risks the relevance of the entire industry, when your audience becomes apathetic and doesn't trust that the creators are in good faith trying to entertain, but instead trying to milk their money by coasting on nostalgia of the days back when Hollywood was actually a creative meritocracy.
