Why do they do this? I know in some circumstances it's supposed to replicate the "look" of film projection but more often than not it's just a blue filter

Technically most of these "blue" releases are not just from blu-rays, most of them are from UHD blu-rays, so called "4k remasters" as they call them. They slap this label on whatever they want, and the result could be anything.
