It's the directors and DP's that do this as it's what they want.
Criterion don't walk into the studio and tell the fucking director, "right, we're making your movie all green and there's nothing you can do".
It's the other way around - the director/DP sits in the editing booth and they tell Criterion how they want it to look.

Technically most of these "blue" releases are not just from blu-rays, most of them are from UHD blu-rays, so called "4k remasters" as they call them. They slap this label on whatever they want, and the result could be anything.
