I remember there being an article about it around the time that Lindsay Lohan movie came out a year or so ago where it is a direct order from Netflix that scripts be written in a way where everyone explains very loudly what they are doing and why in every scene. Netflix assumes and probably has data to back it up that people are on their phones while they have movies/TV on.

Wrong, the plot is "rescue this guy" told once by NASA and "I gotta survive until then" told once by Mark. The problems that arise during the attempt to succeed in carrying out that plot are what're "retold", but what you're talking about is actually just adding obstacles for characters to overcome, i.e. a well-told story with challenges and stakes.

True, my mom is 74 years old and when she visits she will watch reality TV while running a k-drama on her tablet, when an episodes ends she grabs her phone and scrolls tiktoks.
