>>217419191He did not murder the senator, a senator was murdered and all evidence pointed away from the actual murderer and towards an enemy of theirs and he chose not to correct the Romulans so that they would join the war. The Romulans should have been fighting in the war anyway, despite their paranoid culture, they were insanely happy to work with the dominion. Sisko does very little wrong in his worst moments, even when he poisoned a planet to stop people from launching attack from a planet, the planet was trying to drag the Federation into a costly war
