They already exist. If you dont want to use cloud AI (like grok, chatgpt. Etc) with lots of rules and restrictions, then you need a very modern high end computer with the latest graphics cards and CPU. AI video generation is very demanding. You can't use old computers. Also, you need lots of RAM. It's a slow process but it can be done.

For Cloud AI? Not yet but that's probably coming in the near future. It would not surprise me.

Right now the restrictions are usually about violence, sex, racism, and breaking laws. Also videos are time limited unless you pay a fee.

AI is still too new and Hollywood hasn't worked out all the details yet. But be prepared in the near future for AI to suddenly ban the use of celebrity faces or "unauthorized copyright". We're only a few steps away from that.
