We have to consider what we know of Faramir during king Aragorns reign.
As a feudal lord of ithilien he probably collected taxes from his subjects on the east coast of the river anduin. Paying to the king whatever the rate was.
But his personal incometax? This is where it gets interesting.
Since the Gondorian population had suffered trough the 3rd age id assume fast population growth was a priority for Aragorns military-industrial warmachine that campaigned well into the early years of the 4th age, spreading Gondorian imperialism.
From contemporary alt-right goverments we see that often there are some tax benefits of starting a family and having children, in order to incentivise population growth.
He and Eowyn had one confirmed son, but its not specified if that was their only child. Assuming a family got 20%tax exemptions per child, he could be at a 80% to 0% taxrate if he had 5 or more children with Eowyn, if thats the case, the quanity of Faramir could have no impact on Aragorns tax policy.

You're forgetting that Aragorn gave the lands of Harondor to the Haradrim, who only a few years earlier attacked his kingdom in a holy war. Those lands were nominally under the rule of the of Ithilien but now Faramir can't collect taxes from that region anymore.
