They decided to go some weird original direction since the obvious thread of "Shazam vs Black Adam" was not possible. Also, the disconnect between the Billy and Shazam actors felt MUCH more pronounced, he was nearly an adult and every time he switched to Shazam Levi is immediately mugging for the camera and acting like a four year old.
