Data is actually way more interesting - albeit more annoying - in season 1They dumb him down sometime in s2-3 to a level where he's sort of a blank slate trying human things one at a time instead of being a strange facsimile that's also actively curious and investigative. They even call back to this characterization in All Good Things I get that turning him down from 11 is one of the things that makes the whole tv show work better but the alchemy did lead to this element disappearing for better or worse

Season 1 being bad is a bad meme at this point. When people say that, they mean The Naked Now, Code of Honor, and the portrayal of the Ferengi. Even the characterizations can be explained as the crew still being unfamiliar to each other and not yet our if their shells, and some of them being young. It gets better later, but S1 is their most raw scifi compared with the others.

I absolutely hate reading articles that say "Early TNG had to use old TOS scripts!" that's completely false. Only TWICE did they recycle scripts that weren't even from TOS but from the abandoned "Phase II" series. "The Child" in season 2, and "Devil's Due" in season 4. Twice. That's it.
