I wouldn't say anyone's acting in Fallout is particularly great (aside from maybe Kyle MacLachlan) but his acting probably the worst. He doesn't sound anything like an imposing Legate, he sounds like a cosplaying child.
You wouldn't even be talking about this performance if he wasn't cast, he had like six lines of dialogue it's an unimportant character. Not defending his performance because I agree but it's like complaining about the random NCR people that meet
