Ripping off Disney is pretty hard. Warner Bros tried to become the new Disney for two decades straight starting in 1983 and every single attempt, without exception, was a tremendous flop. The only one that even matched its budget with box office numbers was Quest for Camelot. Don Bluth managed to make it work through the 80s by working at the company for years.

If they actually paid western wages and doubled the number of animators they have, it wouldn't take as long

they went all in when 3dcg took off and they saw how much easier it is to adjust, change, remove, add things to it without having to rely on a specific group of animators to be able to do it, However they put themselves in a new hole when they kept chasing the graphic high now they are building specific engines and technique to create lint on clothing and individual stitch patters that 99.99999% of people who watch their shit wont ever notice and then on top of that all the normal issues of making an animated movie but now they have to spend more money for the army of cg programmers to add useless crap. There are very few companies in Japan that can do competent 3D CGI, Studio Orange, Transistor Studio, Graphinica, among the few.
