I think it's stated that any Vault-Tec employee would have had the codes that Moldaver wanted, so Hank being an Enclave member might just be another "coincidence" that ends up making season 1 more incoherent than it was before season 2 introduced new plot points.It's not established in season 2 that Moldaver knows about the Enclave, because all she wanted was Cooper to kill House, and he refuses. Then we hear nothing more regarding her for the rest of season 2. We do see that the congresswoman was part of the Enclave despite seeming to be an anti-establishment politician, so maybe Moldaver was controlled opposition before the war (killing House could support this).Of course, it seems like it's all just a shambles where multiple sloppy drafts were partially rewritten and then shuffled together into a filming script which then had cuts applied to make the finished product. This isn't a cohesive story on its own terms, let alone within the game canon.
