There's plenty with Japanese, Russian, German, all of the South American countries, Chinese, all of the African countries, Turkey and the entire middle east, Serbia and the Bosnia region, even the Brits have played bad. What's one film where the bad guys in an Action blockbuster have been israeli?
There is none because litigation against 'anti-semitism' is a profession charged with religious zealotry for many jews. So no movie wants to deal with litigation costs. Meanwhile there is no such groups for the rest. Various other media pressures are used.
