Star Trek is just retarded in general. You want to streamline it into some kind of version of it that doesnt have the sillly episodes and is just serious hard scifi all the time. Thats basically what Enterprise was and most people find it dull.

Star TNG used the same set for every episode for every season. They did change out costumes at one point. With how the show did in syndication years later, it really paid for itself. Now a days, you can't rely on making money 10 years after it's over. The business model has just changed, but the filter for writing quality has not. Those 8 episodes don't get worked on more then the 22 did.
