Something Ive heard more than once from watching special features shit is that producers/directors/writers have to be clever with their studio budgets if they want to do something grand. They might have to make a few shitty bottle episodes with painfully low budgets so that they can use the savings later on a big story that has expensive sets and props.

They were basically filming episodes year round doing 14 hour days
Literal publish or perish shit so not every episode was a winner but they were cranking them out. That being said, like 90 percent of the episodes are awesome. I even like the goofy ones like the one where Data has to win money playing cards. The only ones I don't like are the Lwaxana ones.

By season 7, Brent Spiner, Data's actor, was a prima donna only 2nd to Patrick Stewart. He wanted shit, he got shit. Writers also liked using Data for all sorts of whacky shit because he was a fan (and writer) favorite.

I get what you're saying. They are not my favorites but they grew on me as I got older. As a kid I found her annoying but growing up I realized that she's just balls to the walls. You need to watch her episodes and imagine her as an early prototype Chad. She catfished a Ferengi, slam dunked other gay Beta diplomats, completely disregards foreign cultures she dislikes and has her way with the emotionless flagship captain while taking a piss on her useless daughter. She even invited Alexander to her own mudbath island.
Fuck, I now want a wacky Lwxana movie adventure instead of the slop that we have been served for the last 20 years.

this is what people forget about old 22 episode a season TV shows. they were filming for 9+ months out of the year, every year, with insane working hours. just a complete meatgrinder of production. so of course the quality was going to be inconsistent.

makes you realize just how shitty shows are now because they have no excuse. 8 episodes every 18 months and that's still the shit they come up with.

Shows now put the budget elsewhere. They go for "quality in detail" over "quantity". Sets, costumes, props, effects, locations and so on. Star TNG used the same set for every episode for every season. They did change out costumes at one point. With how the show did in syndication years later, it really paid for itself. Now a days, you can't rely on making money 10 years after it's over. The business model has just changed, but the filter for writing quality has not. Those 8 episodes don't get worked on more then the 22 did.
