No audience on the network they premiered on, plus adult cartoons hadn't reached the renewed popularity they'd see just few years later with the resurgence of Family Guy. Tellingly the show still has a great critical legacy, and even if you're just trying to do idpol shit stirring, Gus and Wally were very well received at the time, especially because they're both full fledged characters outside of their relationship with each other
