Half the conflict in the show is a result of angry outbursts that fuck up an otherwise perfectly fine situation. It’s annoying but realistic given psychopath criminals irl tend to also have poor impulse control.

It was good casting. Buscemi was always known for quirky supporting characters, which is exactly what Tony B was. And he wasn't too famous for the show by then because he wasn't an A lister while, by S5, Gandolfini had become one. Frank Vincent is the only other comparable example, and no one complains about him even though he was much more famous at the time.
